Hello friends,
I wanted to take a moment to invite you to the Police Department's annual event in recognition of National Night Out Against Crime, scheduled for Tuesday, August 3, 2010. The event will take place from 4:00 pm until 8:00 pm at the Chula Vista Police Headquarters,  315 Fourth Avenue in the City of  Chula Vista .
National Night Out (NNO) is a great night to get to know your neighbors and the officers that serve our community. This annual event has proven to be an effective, inexpensive and enjoyable program to promote neighborhood spirit and police-community partnerships in our fight for a safer community.  Chula Vista 's NNO event will feature many great displays, demonstrations and events for the whole family, including:
·        An "open house" of the Police Headquarters building
·        Free tours of Police Headquarters
·        Free food and drink from the U.S. Olympic Training Center, Chula Vista
·        A Fire Department demonstration of the "Jaws of Life"
·        Hourly demonstrations where you can meet a police canine and see him in action
·        Displays by the SWAT team, Traffic Enforcement Unit, Mobile Field Force and many others
·        Free Child-ID kits for children supplied by Farmers Insurance
·        Special discounted offers on "The Club" auto-theft device
·        Games, toys, and giveaways for children, supported by Wal-Mart and Target
·        Crime prevention and resource information for adults

We were notified at 4 pm on Monday July 26 that a special meeting of the City Council will be held on Tuesday July 27, immediately following the regular Council meeting.  At this special meeting the Council will vote whether or not to put four measures on the ballot in November to amend the City Charter.   All four measures concern the rules by which we elect our city council representatives.  The first measure would limit terms of councilmembers and the mayor to two LIFETIME terms.  Although  Chula Vista has term limits, right now a councilmember can serve two terms, sit out a year, then run again.  If the proposed measure passes, that could no longer happen.  The second measure would impose term limits on the City Attorney.  Right now, although the mayor and Councilmembers have term limits, the elected city attorney does not.  If this measure passes, the city attorney would have the same term limits as the mayor and councilmembers.  The third measurewould create council districts.  Right now in  Chula Vista all candidates for mayor and council run city-wide.  If this measure passes,  Chula Vista would be divided into four districts, each district would elect their own representative, and only the mayor would run for office city-wide.  The fourth measure would eliminate primary elections for city council and mayor in  Chula Vista .  Currently candidates for council and mayor run in a June primary election, then the top two vote-getters have a run-off election in November, unless someone in the primary gets more than 50 percent of the vote.  If this measures passes, in an election with several candidates on the ballot someone could be elected with only a small percentage of votes.

RECOMMENDATION
None. The City Attorney s Office is bringing forth this item at the request of Council
made at the Council hearing on July 13 2010. The materials herein including the
language of proposed Charter amendments were required to be researched, drafted and
prepared for Council consideration in less than 2 weeks The Office believes that this
was an insufficient amount of time to conduct adequate review as required by our rules of
professional conduct
